A charitable organization (charity, nonprofit, NPO, NGO, association) like any business, must deal with paperwork, information systems, record keeping, fundraising regulations and many other required procedures (local, state and federal). 

For startups, attempting to do this themselves will lead to very little time to do anything else.  For established organizations, the various individuals and consultants required to do all of what's required internally, can lead to unecessarily high expenses.
